I want to design an ultrasonic motion sensor for my project last year.?

If the LED is coming all the time, then there is a construction error. There is no error in the schema I can see. Basically, if you do are in the program should work. If this is not the case, you get to use their skills to correct errors. If you not to search for skills, you will learn some trying to get the job! That's how you learn electronics (and many other things): You try something does not work, you get what you've made mistakes and learn from it. If everything worked the first time, none of us learn something worth knowing!
